The study population consisted of experts in the field of educational management who held doctoral degrees and had authored books, articles, and research studies in this area, in addition to possessing relevant practical experience. Based on purposive theoretical sampling, 15 experts were selected for interviews. To prepare the interview form, an initial review and in-depth interviews with experts were conducted. Subsequently, indicators were extracted through open coding and classified into dimensions, components, and indicators through axial coding. The interview form was then sent to 15 experts, and through selective coding and the Delphi technique, the dimensions, components, and indicators were identified and finalized. Consequently, 6 dimensions, 24 components, and 129 indicators were identified for the instructional leadership model for elementary education in Kerman Province. Following final approval and prioritization by the experts, the dimensions, components, and indicators constituting the model were depicted, and the model was subsequently validated again by the experts.</p>
